House of Delegates Update 2009

What a dynamic House of Delegates!  When was the last time you were able to sit in a room with 400 people and craft a document that would impact your profession for years to come?
That is what this year’s House of Delegates did with success in the passing of the new Code of Ethics document for the profession.  After hours of significant, stimulating dialogue the House of Delegates passed the expanded version of the Code of Ethics with amendments from the floor.
 
As I think of what goes on in this House of governance, I can only wonder why Physical Therapists and Physical Therapist Assistants do not feel they can make a difference or feel that the actions of the House of Delegates do not impact their clinical practice.  The Code of Ethics document elevated to shall statements instead of should documents will result in all Physical Therapists being held accountable to a higher standard.  This document will be applicable to all Licensed Physical Therapists and Physical Therapist Assistants.

Thank you for taking the time to contact me regarding physical therapy; it was good to hear from you and I appreciate the opportunity to learn your views on this issue.

As you know, Rep. Pomeroy of North Dakota introduced H.R. 1829, the Medicare Patient Access to Physical Therapists Act, on March 31, 2009. This legislation amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral; and provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services. H.R. 1829 was subsequently referred to the House Committees on Energy and Commerce and Ways and Means for further review. Should this legislation come before the full House, I will be sure to take your views into consideration.
